Pakistan’s livestock is registered, tagged and monitored province by province. E-tag and animal records live in separate systems and databases, so the Ministry of National Food Security & Research had no single place to see how many animals are tagged where, where disease cases are rising, or how far vaccination has reached.
That makes the response to Foot and Mouth Disease (FMD) and other diseases such as HS and Black Quarter slower than it should be. Disease, vaccination, movement and field visits sit in different records, so trends and hotspots surface late, and an outbreak or a market cannot be traced along the full chain of movements and sales.
Data does arrive from the provinces, but nobody could easily tell which province was up to date, which sync had failed, or how fresh the numbers were. Reporting meant gathering data by hand into spreadsheets before every meeting.
